Organizational Location: This position is with the Department of Homeland Security; within U.S. Customs and Border Protection, U.S. Border Patrol. Responsibilities As Executive Director, Mission Support, in the U.S. Border Patrol (USBP), you will oversee the leadership, planning, development, coordination, implementation, and evaluation of administrative programs and activities in the USBP. You will oversee programs related to Agent Support, Facilities, Finance, Procurement, Property Management, Recruitment, Resiliency Training, and Workforce Management. You will be responsible for leading the development of comprehensive human resources management processes and procedures for a multi-functional, multi-talented workforce. You will oversee the development and execution of the USBP budget and oversee comprehensive financial management practices for resource allocations. You will promote resiliency and esprit de corps through employee support programs, manage national level Agent pre-employment and recruitment, and integrate strategic planning and programming with operational support to produce and sustain facilities that effectively support mission needs and priorities. Requirements Conditions of Employment Position Designation: This position is designated as Career Reserved. Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES. Selective Service: If you are a male and are hired, and if you were born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under Selective Service law. Drug Testing: This position has been identified as a Testing Designated Position under the U.S. Customs and Border Protection Drug-Free Workplace Program. Satisfactory completion of the drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing. Qualifications Executive Core and Technical Qualification Requirements: You must show in your résumé that you possess the five Executive Core Qualifications (ECQs) that apply to the SES, and the Technical Qualification listed below. Executive Core Qualifications - Mandatory ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Technical Qualifications - Mandatory 6. Knowledge of and ability to manage a variety of complex administrative management programs (e.g., financial management, logistics management, procurement, human capital management, information technology management, facilities management) for a large organization. Education Additional Information Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required. Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations. Travel: Occasional travel is required. Telework eligible: Yes, based on agency policy. Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 11 regular paid holidays each year. Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A Top Secret/Sensitive Compartmented Information security clearance will be required upon appointment.
